I don't think I've ever seen a Herald 13/60 as rotten

This will be a brave restoration if some one takes it on?

Repaired a lot worse than that. Just change the bulkhead and away you go.
The joy of Heralds everything is saveable with changing enough components

That actually looks quite an easy fix.

But then I do have a top half of a bulkhead out back.

Mine was going in the same place at the bottom of the screen (1969 build). I found another earlier bulkhead (948 car).  It seems more substantial, just had to modify it for the later floors.
