It does look like a kilt. Might suggest general location.

As to when, the cars are all sporting a "NEW herald 13/60" sticker in the rear window. That ought to narrow the date down a little.

I remember seeing this on a Facebook post, where I believe it was identified as being New Zealand. I'll update if I can fin that post again!

UPDATE: Found it, on the "Triumph Herald Database" group on FB. Identified as for General Foods.
